Venezuela: "The Process" and The Sages of Zion

Currently the Venezuelan citizens have the right, the duty and the responsibility to rethink all what has happened during the country’s democratic life, particularly since the year 1998. This will allow them to visualize up in which extent it is possible to struggle democratically for a new National Electoral Council (CNE) and a new electoral system. To reach this purpose, the Venezuelans have to pass the thousands of events, lived during these years, over the prism of a document denominated “The Protocols of the Sages of Zion”. These “Protocols” are not known by most of the Venezuelans but they have had a significant global historical impact during the World Wars and the conformation of totalitarian regimes.

Those “Protocols”, as their name indicates, conform a kind of a manual of procedures dedicated to direct “The Process” of containing the masses of a nation with the ulterior objective of achieving the world dominance. Those “Protocols” as well as “The Process” would be controlled by some “Sages” (Intellectuals or “Enlightened”), not known by the citizens, that would meet in a specific location. The concepts that are exposed in this document were, during many years, considered as inaccessible to the public and zealously preserved by secret organizations.

Before continuing with this subject, it is important to highlight that this document is extremely sensitive due to its potential and unknown implications. However, being a fact that currently this information is accessible to the public (1) it is convenient a clarification from the author of this article about the two versions of the origins of these “Protocols” is in order.

The appearance of those “Protocols of the Sages of Zion” is extremely obscure and confused. On one hand, Zion is the name of a fortress located on a hill of the southeast side of Jerusalem. On the other hand, there are experts that point out that this document was published around the year 1892, during the Russian absolutist reign of the Czar Alexander III.

Some people say that the czarist police were those who published “The Protocols” because they wanted to inculpate a group of Jewish freemasons. Others say that the ones who published this document were the latter, in the occasion of their First Zionist Congress carried out in Basle, Switzerland.

Whichever has been the author and those who, later on, used this document, considered these “Protocols” as inaccessible to the public and they trusted them to secret organizations that preserved them zealously to guarantee the success of “The Process.”
Due to confusion and the complexity around the origin and the causes of the publication of “The Protocols”, the author of this article won't include this topic as a subject of the present document. The international precaution is such that, even nowadays, this book is forbidden in countries such as Israel, Germany and France. The reader might be able to analyze numerous additional publications about this subject (2).

However, it is a fact that this document exists and that it has constituted a “Road Map” for those world organizations that have wanted and still want to dominate the masses of any country as well as those of the entire world. These concepts, together with the events that are flowing toward Venezuelans, coming from Jerusalem as well from the Middle East and from other countries, lead some people to think that Venezuela might become “The New Jerusalem” of the Apocalypse’s biblical prophecy.

This article will focus on the current Venezuelan process as well as the global process related to it. For such purpose the “Sages” will be denominated the “Enlightened” who are a small core representing a minority of worldwide intellectuals and politicians that are part of “The Process”. These have strongly intervened in the handling of the threads related to the global meetings such those of the: World Social Forum, Social Forum of the Americas, People’s Congress, Intellectuals Forums, Anti-Imperialistic Camps, etc. In Venezuela, the intent of control of the World Social Forum 2006 by the Bolivarian government has been notorious. For this reason and what has been perceived as a gradual loss of independence of these worldwide events is the reason why parallel groups have been created, as happened recently in Caracas, with the Alternative Social Forum, that met at the same time of the World Social Forum, but in a different place. This penetration strategy is observed in all the organizations, from the “macro” (World Social Forum, Organization of American States –OAS-, UNESCO, etc.) to the “micro” (Citizens’ Assemblies, Neighbors’ Associations,…). This strategy is also observed from a country to another. This is the case of Venezuelan owned CITGO Petroleum Corporation, based in Houston, which is used as the "long arm" for political purposes of the Venezuelan regime to penetrate the USA. The same strategy is used by the Venezuelan government in other countries as Ecuador, Peru, El Salvador, Mexico and Puerto Rico where it approaches local opposition movements that can further its cause

This “Core” of “Enlightened” takes advantage of the diffusion of the anti-imperialistic speech, which has historically always been welcome by the assistants, reaching the target of achieving the union around a specific objective that will allow the systematic penetration of preconceived ideas in the minds of the participants. This methodology has been used since the creation of the early empires in the antiquity and has allowed the creation of a rehearsal globe that have allowed to decant errors and successes, until attaining their final objective, in a frame of time not precisely defined.

“The Process” allows to build the common base to unite groups of FUNDAMENTALIST MINORITIES having such disparate origins as the Venezuelan Tupamaros, the Hindu neo-communists, African animists, Islamics (Shiite, Sunnis, Wahabis,…), Afro-Americans freemasons, Bolivian natives, Basque and Canary Island separatists, Chinese and Russian Neo-communists, European dreamer leftists, Latin American “good revolutionaries” (3), etc…

In the current modern world, the existence and invigoration of Internet networks as well as the modern Technologies of Information and Communication (TIC), have allowed the quick and easy exchange of information among these groups as well as between the members of the “Core” who are, now, not limited to a physical place of the globe.

This is why it is of such vital importance, in the case of Venezuela, to be able to pass the events lived by the Venezuelan citizens, as well as some other Latin American and world events, over the “prism” of these “Protocols”. This will allow the visualization to which extent the current “red” Venezuelan National Assembly would indeed allow changes dedicated to the appointment of a new and balanced National Electoral Council (CNE) as well to let the citizenship to have an electoral system that permits clean and transparent elections.

Given the extensiveness of “The Protocols”, only a panoramic vision of the latter will be given and a brief analysis will be made about the matter related to the Electoral System (Protocol X) which is one of the items included in what we will denominate the “Political Block.”


GENERAL VISION OF THE “PROTOCOLS”

There are twenty-four “Protocols” (1) organized in a same number of chapters. These chapters contain different subjects and might sometimes seem not to have direct relationship to each other. To facilitate their understanding from the reader’s side, a simplification will be done without attempting to substitute the detailed meaning of what is exposed in the original document. Analogies will be made with regard to “The Process” in Venezuela and Latin America. For that purpose we will divide the document into the following five categories:


POLITICAL BLOCK

This block is conformed by eight protocols: I, IV, V, VIII, X, XI, XVII and XXIV. This topic is placed in first place because, as President Chavez has said, “the politics direct everything”.

The “Protocols” point out that it shall be a “King”, who only depends on God. This is equivalent to a theocracy or theological autocracy as it is in the indigenous Latin American system (Inca, Mayan, Aztec, Ye'kuana-Venezuela-,…). The religious “crowning” that was made of Evo Morales, recently elected President of Bolivia, is a good modern example of the reactivation of such a political system in Latin America. In Venezuela, “The Process” has been working strongly to the extent that currently Hugo Chavez Frias is recognized as the top authority by many of the indigenous tribes which represent only 3% of the total Venezuelan population. This explains the importance given by the Venezuelan government to the programs (“missions”) directed toward that population (Guaicaipuro Mission,…).

This system also has resemblance to the Islamic Iranian Shiite system (4) which includes a “Supreme Leader” (not elected from the people) that depends from Allah, as well as an elected President and the other elements of a government system. It is important to mention that theocracy is a society in which the political authority emanates from God, and is exerted by its ministers. This concept is not only related to the Muslims but also to the Hebrews before they started to have Kings. This concept is also observed in many indigenous tribes located in different continents.

All what surrounds the “Supreme Leader”, similar to the Iranian case (see the graphic), can be considered, according to those “Protocols”, as a hidden power that cannot be dethroned.

Currently stand out the current Venezuelan President's approach to the Iranian theocratic system as a continuation of the application of the ideas coming from the anti-Semitic Argentinean Norberto Ceresole (1943-2003) that, still today, continues to have great influence in the Venezuelan government's Islamic strategy as well as those of other neo-communist Latin American governments.

Going back to other concepts included in “The Protocols”, the issues related to the National Assembly and the Universal Electoral Process are mentioned, mainly in the Protocol X which will be covered separately in another chapter. However, at this point it is interesting to highlight that the system of universal electoral process is described as a means to reach the power. Once the masses have exerted their universal vote and the political system rights, the society enters to a “mousetrap” that closes behind it. When this happens, those “Protocols” guarantee that “The Process” will keep the masses dominated by the “Core” of “Enlightened”. For that reason, the accusations about the current Venezuelan electoral system are so important, especially, the implantation of the recent recommendations of the international observers and those of the SUMATE Venezuelan NGO (5).

The “Protocols” describe how to use the deceit of the masses that do not belong to “The Process”, how to manipulate them, generating disagreements and discussions among the political parties, creating a new oligarchy, establishing a new political system, giving a new definition of “freedom, equality and fraternity”, achieving a new constitution and new laws based on an autocracy dominated by a group of government bureaucrats submitted to the system. Emphasis has to be made about the necessity of “secret lodges”, similar in operation to organizations known as “Bolivarian Circles”, located in different cities locally and worldwide.

The subjugation of all the national powers, subject to a universal “instance” is analogous to what happens today in Venezuela. Indeed, in this country it is simple to observe the submission of the five different typical Powers of a democratic system (Executive, Legislative, Judicial, Citizen – General Prosecutor, General Controllership and People’s Defender- and Electoral) under a Central Power whose project seeks to be “universal.”

IDEOLOGICAL BLOCK

The ideological topic is conformed by four protocols: IV, IX, XII and XVI.

This block is about the required changes to the education, indoctrination, interpretation of laws, control of the communications media, necessity of corrupting the opposition representatives and the creation of a single universal religion.

Examples in the Venezuelan case: Law of Social Responsibility of the media (“Gag Law”) and the recent judicial process activated by the General Prosecutor, through the National Telecommunications Counsel, whose final objective is perceived to be the start of a wider legal process to continue the limitation of freedom of speech. Also, there is all what is related to changes in the education laws as well as the sending of Venezuelan youths to Cuba for their indoctrination,… The government programs (missions) related with the ideological block are: Ribas Mission, Robinson I and II Missions, Sucre Mission, Culture Mission,… Also are essential for this block, the ideas coming from Simon Bolivar, Simon Rodriguez and Zamora (“the Three Roots Tree” dating from the Venezuelan independence) as well as the ideological influence from Antonio Gramsci, Norberto Ceresole, Heinz Dieterich, Marta Harnercker, among others. Also has to be mentioned about the “People’s Self-determination” meaning and the redefinition of the concept of “People” as currently and publicly has been declared by the Guatemalan indigenous native, Rigoberta Menchu, Peace Nobel Prize. An active presence and growth of secret organizations of the Masonic type is also perceived.

The religion is a fundamental topic because this is the “non rational” side of the human being like all what is related to the faith. This is why the Venezuelan regime anticipates the approval a new Law of Cults as a shield. Meanwhile, in the field they are promoting a religious division, not only among the traditional majority of the Apostolic and Roman Catholic parishioners, but also among other faiths of great importance in the country. It has been public and notorious the presence in the country of Babalaos and satanic sects. Additionally, the Venezuelan régime has publicly supported fundamentalists of different religious tendencies, as the catholic “Theology of Liberation”, the creation of new religions or new Non Government Organizations dedicated to citizens’ spiritual and self-esteem improvement and the promotion of development of new tendencies in Venezuela like the Iranian Shiite religion. Other actions have also been observed like the expulsion of the “New Tribes” evangelical organization and the withdrawal of the foreign Mormon missionaries. The Venezuelan government does not hesitate to include, among members of “The Process”, people self-proclaimed as “Ministers of God” like the case of Misael Martinez, also well-known as the “Hermano Coco” (Brother Cocó). Other actions that stand out are those of the invigoration and the development of indigenous religions such as that of the ethnos Makiritare (Ye'kuana), located in what they believe to be the “Navel of the World”, or the mount Marawaka, in the upper-middle Orinoco River, High Orinoco Municipality, Amazon State.

Other means of "The Process" are the migratory flows, currently happening worldwide, as we could appreciate during the events that recently took place in France. Currently, the Venezuelan government, through physical, emotional and other kind of threats, indirectly forces the opposition members of the current society to emigrate or to work expatriates in other countries, as is the case of thousands of "oil workers in the resistance", while importing foreign manpower, preferably of a culture very different to the local one, by means of the signature of contracts for services. There is no need to say that many of them are already included in the Venezuelan electoral registry.

The objective is to cause the previous paradigms to implode at the same time that a new one is created. Once the population gets used to the new paradigm, the human mind will see everything as “extremely normal”. Indeed, at that moment, the benchmarks would have changed totally and deviations will no longer be observed. International statistics are manipulated in such a way as to not let the international community to see what is going on in the country.

Another important issue is about what the government has declared openly in several occasions: “This is a cultural revolution”. The promotion of the creation of alternative communication media, dedicated to support this cultural change, to reach the construction of the targeted new paradigm, is evident.

AUTHORITY BLOCK


The processes related to the Authority block is integrated by two protocols: VII and XVIII

Related to the authority block, those “Protocols” include events to create discords and divisions, like the weaponry process, police control, maintaining secrecy, jails and political prisoners.

Examples in the Venezuelan case: Law of National Police, regional police destruction and control, persecutions and exile of individuals opposed to the régime, judicial process directed to the electoral NGO SUMATE, imprisonment and current judicial processes to such political opponents as the General Usón (Armed Forces) or Carlos Ortega (most important independent Labor Union Confederation –CTV-), emergence of paid opponents and those dominated by “The Process”, promotion of divisions among the opponents,…

As it is observed from the governmental missions “Identity” and “Miranda” (armed forces reserve), and by the use of the on-line databases of the government institutions, the goal is to have a technological base of information (Databases Maisanta and SENIAT -taxes; equivalent to US IRS-, device to capture fingerprints, etc.) that allows to control each individual separately who also can be controlled by military regulations (new law of the Armed Forces). The target is to control the dissidence.

SOCIAL BLOCK

This block has three protocols: III, XIII and XIX.

This subject covers how to manage protests and mutinies, a new interpretation of the People’s rights, about popular schools, secret agents, a necessary civil army, the need to get the People submitted by means of food shortage, control of the “People’s Houses” and even amusements,…

Examples of the Venezuelan case: Mercal Mission (nationwide food distribution and storage, include “Minimercalitos” or small shops), CASA (food acquisition and distribution), Popular eating houses, Habitat Mission (homes), Barrio Adentro Mission (popular health), Guaicaipuro Mission (indigenous people), Committees for popular social action, educational programs (Bolivarian Schools, Robinson Mission, Sucre Mission,…), creation of the military reserve, international and local juvenile festivals, musical events, Negra Hipolita Mission (extreme poverty) ,… a group recently created denominated “Chavista Thought”. One of the characteristics of each of these programs is the extensive use of political commissaries because this “Process” shall not have a separation between the political and other issues. The penetration of members of “The Process” can also be attained through the acquisition of new homes, registering in private educational institutes, getting jobs, etc.

The government needs to dominate the workers, through a continuous struggle to create unions that are unconditionally submitted to the régime and to destroy the current labor unions that are still currently controlled by the opposition.

The idea is to make the workers completely dependent of the State. To this classification also matches the action of a progressive destruction of dissident organizations that ensure popular participation and the creation of an “apartheid” that excludes all of those that are opposed to the regime. A “major apartheid” has been structured according to those who, in the past electoral processes, signed against the President, because of the lack of secrecy of the vote and by the means of databases like the very well known “Tascon List” (Tascon was a government deputy) and then, the publication of an improved technological tool as is the “Maisanta List” that can be bought even in non formal shops like those located downtown Caracas. This list has been used for multiple purposes, including impeding access to PDVSA libraries to students who signed against the President. Also worth mentioning due to its magnitude the “apartheid” against the former oil workers (Gente del Petroleo) that, still today, is a 25 thousand people group that continues to be excluded from the Venezuelan society, at the beginning, only by the government organizations but, after a while, and due to the latter, also by the opposition sector. Despite the fact that international organizations like the International Labor Organization –ILO-(6) have reached some agreements, it has not been possible to solve this case because the current regime has disrespected those accords, not recognizing international instances. Even if it was the government that declared publicly and openly that the worker’s firing was part of “The Process”. Indeed, “The Process” could only been successful since the moment the government executed its “Plan Colina” – Hill Plan- (7) to achieve the essential control of the oil industry.

ECONOMY BLOCK

This block about economy is conformed by seven protocols:
II, VI, XV, XX, XXI, XXII and XXIII

These “Protocols” make reference to the “gold pattern” as the main instrument for world domination at that time. They also deal with the making of an economic war, how to manipulate the basic needs articles, development of domestic industry, collectivism, alcoholism, prices control, state debt, loans of the State, taxes, sanctions, suppression of the appeal right,…

In the case of Venezuela, as was mentioned in the previous block, it was essential the control of the “Black Gold”, or petroleum, because that, together with the help of the OPEC, allowed to use it as a worldwide geopolitical weapon. Other examples are: lists of basic articles controlled by the state, Vuelvan Caras Mission (employment creation), Zamora Mission (land distribution and control), Piar Mission (mines), cooperatives, social production companies, joint management, loans from the public and private banks at subsidized interest rates, exchange rate used as a political instrument, costs increase due to new social laws, improvement of the tax collection network (SENIAT), control of the judicial power, use of the drug traffic and of the “laissez faire” to the global terrorism as a local and worldwide political weapon,…Regarding cooperatives it is interesting to visualize the community component of an endogenous development as the Fabricio Ojeda in Catia (north eastern Caracas) that combine concepts of the famous former Soviet Union “koljoses” and “sovjoses” with those of Israelian socialist production units like the current Kibbutz Amir (8), which has openly supported Fidel Castro.

The creation of a new oligarchy, controlled by the State, is a crucial factor which has been achieved through granting countless of State contracts without due competition or consideration of other sources to “The Process” members. This can be done thanks to huge oil revenues consequence of the worldwide crude oil price increase. Another important factor is the signature of agreements with other countries that are in line with “the process”, using the petroleum as a geopolitical instrument. In Venezuela we can highlight the agreements “South-South” with Iran, Cuba, China, India, Russia,… as well as a strong opposition to the Free Trade Area of the Americas (FTAA) which weakened due to the recent events of the Mar del Plata, Argentina. In this same direction point the recent Venezuelan approach to the Organization of African States and the announcement of the preparation of this country’s adhesion to the Arab League.

The description of this “Economy Block” concludes the description of the “Protocols”. The next step will be to deepen about the Electoral System which is the most critical process that Venezuela has currently. However, this process, depends on decisions of the “red” National Assembly. Due to this, we will explore the electoral system through the prism of the mentioned “Protocols.”

NATIONAL ASSEMBLY, CNE and ELECTORAL SYSTEM

Due to the extent of the “Protocol X”, only outstanding topics will be analyzed, visible to the public opinion thanks to the communications media (despite the “Gag Law”).

This protocol points out the importance of maintaining the democratic appearances in politics, while ensuring an autocratic process. For the democratic disguise it is fundamental to ensure the existence of political parties, opposition organizations, opposition representatives formed by “The Process” and the discussion of liberal ideas. In addition to having an autocracy, it is required to have a legislative force controlled by the members of “The Process”.

If we extract and adapt only the most outstanding aspects of the National Assembly, the Electoral Counsel (CNE) and the electoral system, it results as follows:

The electoral strategy is designed in such a way that, at the start, it makes sure to have the population's support in everything related to the accusations for all the things that went wrong in the previous governments. The crucial moment will be the use of the universal vote system to REACH to the power since that guarantees that the majority will always be superior to the few that represented the old rulers. For that purpose, during such initial period, gatherings and assemblies will be guaranteed and the People will be invited. The universal vote system will guarantee the “despotism of the majority” that will face successfully and will defeat the vote of “intelligent classes”. The masses with no more ideology than the one of “The Process” will be important. Obedience and attention will be paid until the People become a blind force unable to move without the orientations of “The Process” new bosses who will be rewarded.

Elimination of institutions is a must. This is achieved the introduction of liberalism which is in an inexhaustible source of discords, misunderstandings, discussions, disagreements,… This guarantees the tunnel dug under the previous system.

The ideal is to have a “President-Slave”, because the conflicts are not important, being these part of “The Process”, to unbalance completely the country. The “collaborators” will be chosen among those who have the worse past, to be able to control and discard them, when “The Process” does not need them anymore. The President will be entitled to declare war according to the new Constitution.

The President will interpret the laws according to the wishes of the “Enlightened” and will be able to propose changes of laws and also the Constitution under the pretext of the Supreme Wellness of the State. This would allow the suppression of all the Constitution when the occasion arrives and the moment of grouping all the governments under the autocracy of the “Core” of the “Enlightened.”

Quoting textually the “Protocol X”, Item 19, we find the following “19. But you yourselves perfectly know that to produce the possibility of the expression of such wishes by all the nations it is indispensable to trouble in all countries the people’s relations with their governments so as to utterly exhaust humanity with dissension, hatred, struggle, envy and even by the use of torture, by starvation, by the inoculation of diseases, by want, so that the “Goyim” [Christian] see no other issue than to take refuge in our complete sovereignty in money and in all else”

CONCLUSION

Thanks to the Venezuelan media (public, private and particular, as Internet), and in spite of their current limitations, the citizens can observe that “The Process” considers all the steps included in the “Protocols” described in this article. “The Process” in Venezuela can also describe itself as two concentric circles having the following flows: (a) “Universe to Inside” and (b) “Frontier to Inside”. In both cases international and national events will be accelerated. The latter will come from the “Endogenous Developments” that are intended to dominate the neuralgic centers, considered as “colonial”, such as the cities, especially the capital, Caracas. The objective is similar to what was achieved in Cuba, being the defeat of the capital, Havana, by the rural Cuba. What happened recently with the fracture of the Viaduct No.01 that caused the discontinuation of the use of the freeway that connect Caracas and its main port of La Guaira, as well as the emergency state in the whole national infrastructure, will favor this objective.

Being “The Process” a fast cultural change, it is observed that the only way to fight against it is with what we know in Venezuela as “a nail removes another nail”. In order to do that, the civil society should quickly redefine their desires in the following areas Spiritual, Ethical, Social, Political and Economic, as well as achieve, on a fast-track basis, the development of its social capital. The existence of a “Primary Country Consent” will be indispensable, broadly debated by the bases and perceived by the masses as the viable democratic alternative. Also to be contemplated is the implementation of concepts about the moral responsibility of the capitalist enterprise (9). All the above-mentioned will require taking advantage of the existing national and international experiences, in the different mentioned areas.

Related to the Electoral System, based on what was previously exposed, the civil society and its NATURAL leaders will be able to understand that while the National Assembly represents a minority of the electorate and “The Process” continue to be used to dominate the rest of the population, this Assembly will not have the will to change neither the electoral system nor the National Electoral Council (CNE) because they currently assure them their permanency in the power. The fact is that a while ago, the “revolution” reached a “non turning point” because there are too many interests in stake, nationally and internationally. For that reason, it will not be possible that, in such an advanced stage, “The Process” will allow the People to leave this totalitarian regime, using the conventional democratic methods. It will be needed, from one side, that the new opposition leaders shall have a worldwide geopolitical vision and that they use methods according to that. By the other hand, the civil society also will require of non traditional fighting methods that will imply the necessity of an immense creativity and willingness coming from each citizen’s side. Finally, an indispensable unity will be required for the collective execution of actions, directed toward the achievement of common and specific objectives.
