Maneuvers
That is what it looks like, the signing of the terms of the agreement
that Venezuela and Trinidad will stamp in the next weeks on the
unitization of the oil fields on their maritime border (some sort
of new MOU). The real agreement is not to be sign and it might
have to wait until Trinidad's PM elections probably next December.
Chavez is just keeping the talks going until it finds a more favorable
waters to its PetroCaribe initiative from Trinidad and Tobago
government. For the Venezuelans, the interest to advance on the
issue is just not there, nobody for PDVSA or the Venezuelan government
attended the Trinidad and Tobago Petroleum Conference in Port
Spain this week.
