Change of heart

PDVSA is having second thoughts in investing a minority stake in building the 200.000 bpd refinery in NE Brazil. After refusing to engage in a partnership with a minority stake, and in lieu of seen that Petrobras is going ahead with the refinery construction by itself, PDVSA signed on March 26 an agreement with Petrobras that sets the bases for the partnership between the two companies for the Abreu e Lima Refinery. However, the agreement remind secret, it lays out the terms for the incorporation, and set at 60% for Petrobras and 40% stake for PDVSA, defines the terms for the future signing of the Articles of Incorporation and of the Shareholder Agreement but the specific terms of the agreement are protected by a confidentiality agreement.
