Terrorists prevail under Bush

First, Bush views al-Qaeda as our primary adversary. Bush is wrong.  Our primary adversary is Iran, backstopped by Iran's Nazi allies in Germany, the Vatican, and Venezuela.  Meanwhile, al-Qaeda is our ally against Iran in Iraq, Yemen, Latin America, and Afghanistan, alongside the Taliban.
 
Second, Bush mistakenly sees Pakistan as a primary US ally in Afghanistan.  In truth, Pakistan is aligned with Iran in Afghanistan and is  one of the world's largest state sponsors of terrorism.

Third, Bush is responsible for the confused reorganization of Federal anti-terrorism programs that have degraded US anti-terrorism capabilities.  As a result of Bush's reorganizations, the Federal anti-terror agencies spend most of their time in fighting each other, not the terrorists. Fourth, Bush and many of his appointees are Neocons in philosophy who are fanatically anti-Muslim and anti-Communist.  These Bush Neocons lack the imagination and ideological flexibility to prevail against international terrorism, by rallying Islamic and communist support.   Moreover, Bush's neocons are loyal to Pakistan, not to the US.  

Fifth, President Bush failed to establish regional anti-terror priorities for US armed forces following the 9/11 attack,  Bush thereby sabotaged the Pentagon's Defense Policy Guidance plans that allocate definitive wartime missions, weapons, and financial resources to the regional commanders of US forces.
