The Russian natural gas monopoly Gazprom incorporated two companies UrdanetaGazprom-1 S.A. and UrdanetaGazprom-2 S.A. to explore and develop natural gas at the blocks Urumaco 1 and Urumaco 2 within the framework of Rafael Urdaneta project. The establishment of these companies was stipulated by tender's terms.

Gazprom was declared a winner of phase "A" tender of Rafael Urdaneta project and obtained appropriate lisences for exploration and development of natural gas at the blocks Urumaco 1 and Urumaco 2 in August 2005. The probable natural gas reserves of these blocks amount to about 100 billion cubic meters.

Petroleos de Venezuela S.A. (PdVSA), the state-owned oil and gas company, has a sole right to produce natural gas in Venezuela. At the same time a limited number of joint ventures founded by PdVSA with foreign companies is admitted to produce gas in Venezuela.
