received 13 bids for year's supply of products: official

The government of Honduras has received 13 bids in a tender for it to
buy
some 16.35 million barrels of refined oil products, a quantity equivalent
to
the country's annual consumption, a government official said Monday.
The companies that
presented bids are: BP, Carib LPG Trading, Clark
Oil Trading Company, ConocoPhillips, Gas del Caribe, Geogas Trading,
Louis
Dreyfus Energy Services, Lukoil, PDVSA, Petrobras, Petroperu, Trafigura
and
Westport.
Honduras is currently
readying a short list, from which it will invite
companies to a second round to improve upon their offers, Lucy Bu, the
Honduran official handling the tender, said. The offers were received
on
November 1.
For the first time,
Honduras is endeavoring to buy a year's supply of all
refined products consumed in the country in an effort to save money
by buying
in bulk. After the purchase, Honduras, which lacks a refinery will resell
the
products to distributors.
Historically, private
companies would independently import fuel to resell
in the country.
The country's current
biggest refined oil importers: Dippsa, Chevron,
ExxonMobil, Hondupetrol, did not participate in the tender, the official
added.
Some of the companies
that have been importing fuel to the Central
American country had voiced concern that efforts by Honduras to import
all
fuel to be consumed in the country through an annual tender could violate
their import contracts.
According to a
government publication of bidding documents available
online, Honduras is seeking to buy 2.25 million barrels of 89 octane
gasoline;
560,000 barrels of 85 octane gasoline; 5 million barrels of diesel;
330,000
barrels of kerosene and 200,000 barrels of jet fuel. Honduras is also
asking
for 20,000 barrels of aviation gasoline, 990,000 barrels of LPG and
7 million
barrels of fuel oil.
Bu said the government
is still negotiating with Dippsa, which owns
storage tanks, as well as with ship owners to rent storage capacity
to receive
and store the fuel.
