has executed 11 security energy agreements with
Central and Caribbean countries

At the end of a working day from 2:30 p.m. to well beyond
10:00 p.m. on Saturday, nine out of the 14 Petrocaribe
member nations entered into a Security Energy Agreement
(TSE) submitted by the Venezuelan delegation.
In
this way, 11 countries have joined the new proposal,
following Uruguay and Argentina last week during the
South
American tour of Venezuelan President Hugo Chávez
.
President
Chávez, the host of the Third Petrocaribe
Summit, was pleased about the outcome. During the meeting
of the heads of state and government, a political declaration
and the formal inclusion of Haiti and Nicaragua in the
initiative were initialed also.
"I want to see at 12:00 p.m. the flags of Haiti and
Nicaragua over there, in that map," President Chávez
joked with Minister of Energy and Petroleum Rafael Ramírez.
The event logistics was not a simple one. The summit,
initially scheduled for June, had to be postponed and
was convened with short notice for August. At the last
minute, at the request of the Venezuelan Ministry of
Foreign Affairs, the venue had to be moved from Meliá Caracas
Hotel to Simón Bolívar Hall at the headquarters
of state-run oil holding Petróleos dde Venezuela
(Pdvsa) in La Campiña, eastern Caracas.
On that very place, both the dinner at the final meeting
last Saturday and bilateral meetings were held.
After
reviewing the progress made for two years following the
organization of Petrocaribe, President Chávez
stressed the need to speed up bilateral talks. In this
regard, he suggested holding summits every six months,
starting next December in Nicaragua. Both Nicaragua President
Daniel Ortega and the rest of the rulers agreed to the
recommendation.
