Elvira Nabiullina, named Monday as Russia's new
economic development and trade minister replacing liberal German Gref, has already
been appointed to government posts twice.
Born on October 29, 1963, Nabiullina graduated from Moscow State University with
a diploma in economics and made a good part of her career in the economy ministry,
where she had steadily climbed the ranks.
In 1995-1997 she was first deputy chief and then chief of the department tasked
with reforms in the Russian Federation.
In 1997-1998, she was appointed deputy economy minister but quickly left the
post to join the administration council of the Promtorgbank.
In 1999-2000, she joined the Strategic Studies Center, a research institute tasked
with outlining the country's economic and social strategy.
In 2000-2003 she returned to the government, becoming first deputy to the economic
development and trade minister German Gref and heading the macroeconomics department.
In 2003-2005 she returned to the Strategic Studies Center as its president, also
heading the work of a commission preparing for Russia's presidency in the Group
of Eight industrial countries in 2006.
This year she headed an expert council charged with realisation of national projects
and demographic policies.
Her views were described by one expert, Yevgeny Yasin, head of Russia's Higher
School of Economics, as similar to Gref's, being "liberal and aimed at market
reforms and increasing the effectiveness of the economy."
